PRESIDENT’S MESSAGE 
 Now that the calendar has  
 changed, we can look back  
 on 2019 as a year that presented  
 a few challenges to our industry. 
 From  a  federally  imposed  carbon  tax  
 to  the  City  of  Regina’s  self-performing  
 road maintenance to ongoing issues with  
 Workers’ Compensation Board claims, our  
 members experienced frustration around almost  
 every corner. 
 Thanks to our solid relationship with  
 the provincial government, officials there  
 were able to soften the blow for our members  
 when a carbon tax was introduced to  
 Saskatchewan in April. SHCA was the only association that went to provincial government and  
 had it implement concessions in contracts that were in effect prior to the implementation of  
 the tax.  
 Because these contracts had fixed prices, the contractors had no prior knowledge of the carbon  
 tax at the time of bid and no guarantee it would be implemented. However, as a result of successful  
 lobbying with our government, our members didn’t incur the unplanned expense. 
 Our strong working relationship with government officials and elected leaders continues to  
 be the envy of our colleagues in neighbouring provinces. 
 Unfortunately, the City of Regina remains lukewarm in collaborating with our association.  
 This past summer saw a record dollar amount spent by the city on road repair, yet only 60 per  
 cent of the total work was available to tender. 
 Several questions were asked of the city when it comes to best value procurement, budgets for  
 projects, processes used that qualify contractors to work on projects, among others. Our questions  
 went unanswered.  
 We hope to rectify these issues as we move through 2020. 
 On a more positive note, SHCA continues to help members navigate the WCB claims and  
 appeal process. In November, our SHCA board met with Phil Germain, WCB CEO, to discuss  
 the Employer Resource Centre and the potential of piloting a process with WCB to flag unusual  
 claims. 
 This year is sure to be a busy one, and I hope that everyone in the SHCA family has a prosperous, 
  fulfilling 2020.
