CHAIRMAN’S MESSAGE
CARMEN DUNCAN, CHAIRMAN, SHCA
60 Years of Moving
Saskatchewan
Forward
Over the past few years,
Saskatchewan’s economy has
gone from lagging behind
the rest of the country to being known as
the comeback story of the decade. As we
get ready to take on the challenges of the
coming construction season, I’m proud of
the impact members of the Saskatchewan
Heavy Construction Association (SHCA)
have made on that story.
SHCA was created in 1956, as the
Roadbuilders and Heavy Construction
Association of Saskatchewan, to be the
voice of the industry. Flash forward 60
years and our role remains much the
same. The work our members do im-pacts
all aspects of the provincial econ-omy,
whether it’s building and repairing
highways and bridges, like The North
Commuter Parkway and the Traffic Bridge
Replacement Project featured on page 30,
breaking ground for the development of
a new mine site or paving the way for the
largest economic development initiative
in Saskatchewan, the Regina Bypass,
which we take a closer look at in this issue
on page 44. If the Earth moved, it was us!
The association’s profile and presence is
impacting policy decisions regarding core
infrastructure funding. Our work supports
economic growth in Saskatchewan and ties
into the broad public interest. If you don’t
believe me, just ask the MLAs and candi-dates
around the province who heard loud
and clear during the provincial election
that infrastructure investment remains a
priority to Saskatchewan voters.
Our goal is to continue to grow the asso-ciation,
both inside and outside the indus-try.
This means looking at new innovative
ways to build infrastructure. It also means
finding ways to deal with the looming la-bour
shortage or finding ways to mini-mize
the risk of doing business. We will be
working hard on your behalf in the com-ing
months, ensuring we stay in front of
government and keep you informed of
our progress.
