The two interchanges are being delivered
as one procurement package. By combining
the two projects, the government expected
the package would become more attractive
to potential bidders, resulting in a higher lev-el
of competitive bidding and potentially a
lower cost for the government. The bundling
of the two projects also allows the successful
contractor to have significant work available
for more efficient scheduling of work crews
and construction activities.
During the Request for Qualifications
process, three proponents were shortlisted
by the government and subsequently invit-ed
to proceed to the Request for Proposal
stage. The Ministry of Highways and
Infrastructure (MHI) has been conducting
a rigorous evaluation to ensure the propos-als
meet all the necessary technical require-ments.
If the proposals meet these needs,
the proponents will be invited to submit fi-nancial
proposals. The design-build con-tractor
will provide the final design, once
the project is awarded.
“Building interchanges at Warman and
Martensville will reduce traffic congestion
and travel times for commuters in these grow-ing
communities,” Minister Heppner says.

Martensville (Highway 12) Interchange Highlights
The proposed interchange will be located at the existing Highway 12 and Main Street intersection and includes:
• Realignment of 3 km of the four-lane divided Highway 12
• Two-lane bridge structure
• New construction of Township Road 384 (west of Highway 12) and Main
Street (east of Highway 12) overpassing Highway No. 12
• Installation of ITS technologies including traffic signals and closed circuit television (CCTV) cameras for
monitoring construction activities as well as traffic operations once the interchange is available to traffic
• Utility relocations to accommodate the design
• Provision for drainage from the interchange and drainage culverts to maintain existing drainage patterns
Warman (Highway 11) Interchange Highlights
The proposed interchange will be located at Highways 11 and 305 intersection and includes:
• Realignment of 4.8 km of four-lane divided Highway 11 including Highway 11 grade separation with Highway 305
• Two-lane bridge structure
• Extension of Highway 305 to tie into the new interchange location
• Construction of a local road east of the proposed interchange to provide a connection to Ferry Road
• Installation of ITS technologies including traffic signals (when required), rail crossing warning
system for the Carlton Trail rail line and closed circuit television (CCTV) cameras for monitoring
construction activities as well as traffic operations once the interchange is available to traffic
• Utility relocations to accommodate the design
• Provision for drainage from the interchange and drainage culverts to maintain existing drainage patterns
