partnership, or P3. In September 2015,
Graham Commuter Partners (GCP) – a
consortium of construction, engineering
and maintenance firms – was awarded the
project. GCP will design, build, finance, op-erate
and maintain the project for 30 years.
“The P3 gives the city a higher level of
certainty with respect to cost and tim-ing,”
says Dan Willems, the director of ma-jor
projects, Transportation & Utilities,
City of Saskatoon. “They’re all working as
a team on this project. From my perspec-tive,
the relationships have been handled
very successfully.”
The North Commuter Parkway and
Traffic Bridge Replacement Project involves
two major initiatives. The estimated capi-tal
cost of the North Commuter Parkway is
$211.4 million and the estimated cost to re-place
the Traffic Bridge is $41.2 million.
The parkway includes a new bridge,
about 270 m in length and 8 km of two new
arterial roadways that will link the Marquis
industrial area with University Heights.
These changes will reduce traffic on exist-ing
bridges and congestion in the north
industrial area while allowing growth in
greenfield areas that will become residen-tial
areas in the next 10 to 20 years.
On the west side of the river, Marquis
Drive will be extended to connect to the
new six-lane bridge across the South
Saskatchewan River. A six-lane arterial
roadway will connect Wanuskewin Road to
the bridge. Both the bridge and roadways
will accommodate pedestrians and cyclists.
The existing McOrmond Drive is be-ing
extended from the Aspen Ridge neigh-bourhood
westward to connect to the new
bridge. Central Avenue is being twinned be-tween
Attridge Drive and Fedoruk Drive,
and extended as a new four-lane road-way
from Fedoruk Drive to connect to the
