Working for You
The Saskatchewan Heavy Construc-tion
Association (SHCA) has had an
extremely busy second quarter
heading into the construction season.
On June 1, the provincial government an-nounced
its 2016–17 budget and while the
province is faced with a $434 million deficit,
they remained committed to investing in
highways. The 2016 budget highlighted the
Saskatchewan Party’s campaign promise to
inject $70 million into repair and mainte-nance
over the next three years under their
Highway 2020 Plan.
Amidst low oil and resource revenues,
Ministry of Highways and Infrastructure
(MHI) received a budget worth $1.5 billion.
It is clear that the government understands
that investing in our highways will contin-ue
the flow of trade and transport even in
these tough economic times. For this issue
of Think BIG, we sat down with Minister of
MHI, Hon. Nancy Heppner, to get more de-tails
about the plan and hear more about our
provincial government’s priorities over the
next four years. You can find the Q&A inter-view
on page 48.
In this edition’s President’s Message, I al-so
wanted to highlight some of the work be-ing
done by the association on your behalf:
SHCA is continuing to work with our
stakeholder groups. We have met with the
City of Regina, as well as the Saskatchewan
Association of Rural Municipalities, on the
opportunity to bring our groups closer to-gether
and discuss the future infrastructure
needs of our municipalities as well as their
procurement policies and practices.
We also regularly meet with MHI’s Executive
Team. We’ve recently held meetings regarding
updates to the design specifications for the
End Product Specification projects. The re-sult
of that discussion was MHI undertaking a
review of the bonus/penalty structure, as well
as the requirement for constructing trial lots
and a revision to the job-mix formula.
The association is also continuing
its work on developing an Aboriginal
Education Engagement Strategy for our
members to use. We are currently working
with Aboriginal Consulting Services (ACS)
to help us develop this training.
SHCA has also been meeting with stake-holders
of the Enbridge Line 3 Expansion. It
appears that this project is now proceeding
and, barring any setbacks, construction is
anticipated to begin in 2017.
As always, we continue to stay involved
in areas of importance to our members
and have been lobbying government on a
number of issues specifically related to the
Workers’ Compensation Board rebate to
employers, extended hours of work, best
value procurement and the contractor eval-uation
process as well as rural municipal
haul road agreements.
You will be getting further updates on
these issues and many more from me in
the months to come. I’m hoping you’re all
enjoying a safe and productive construc-tion
season.
