TB: There has been criticism surrounding
the use of public-private partnerships to
major infrastructure projects. What is the
government’s response to this criticism?
NH: While P3s are relatively new in
Saskatchewan, they have proven successful
in other provinces. They deliver greater ac-countability,
private-sector innovation and
efficiencies.
In the case of the Regina Bypass Project,
the P3 model is providing many benefits.
It allows the Ministry to transfer the risk of
overhead costs onto Regina Bypass Partners.
A recent value for money audit complet-ed
by Ernst & Young concluded that using a
P3 model for the Regina Bypass Project will
save the province about $380 million.
We understand P3s are not a one-size-fits-
all and may not be appropriate for
all projects. Our government actually
looked at the interchanges at Warman and
Martensville through a P3 lens to see if the
project would qualify, but decided that a
design-build approach was the better way
to go.
However, for those projects where it is
appropriate, we will pursue them.
TB: To finish up, is there any other message
you’d like to deliver to SHCA members?
NH: I want to thank our contractors. I’ve
had such an amazing working relation-ship
with SHCA and have been able to get
to know some of our contractors. The one
thing that has impressed me is that there
are so many family-run businesses in the
province. They’re a great group of people.
I keep telling people that I’ve got the best
stakeholders, and I just want to thank them
for the work they do each and every day. I
know it’s not an easy job.
