While funding is being delivered by a
number of government ministries and agencies,
SaskBuilds is playing a key role in supporting
the success of the entire initiative by
providing oversight as well as project management
and procurement expertise to ensure
that, wherever possible, projects funded
through this stimulus investment benefit
Saskatchewan workers and communities.
As Deputy Premier and Minister
Responsible for SaskBuilds, Gordon Wyant
said at the funding announcement, “We want
to maximize the benefits for Saskatchewan
people and communities and I want to assure
our industry and our business that
as much as possible, the work will be performed
by Saskatchewan workers as we reopen
Saskatchewan. We know that building a
strong Saskatchewan means building on the
strength of Saskatchewan workers.”
What does that mean for members of
the Saskatchewan Heavy Construction
Association?
It means that the government is committed
to creating jobs and supporting economic
activity that benefits Saskatchewan workers,
families and communities, including SHCA
members who share that commitment.
Some members may already be familiar
with the idea of community benefits criteria,
which SaskBuilds Single Procurement
Service first piloted in partnership with the
Saskatchewan Ministry of Highways and
Infrastructure. During the procurement
phase, this enables bidders to declare what
percentage of labour they will be using that
will be Saskatchewan residents and receive
corresponding points in the evaluation of
their submission. Once the project is complete,
contractors then submit statutory declarations
confirming whether they met their
targets. The use of community benefits is enabling
the Ministry to maximize the number
of Saskatchewan residents working on projects
it funds.
Similar approaches are being looked at
for Saskatchewan’s stimulus projects. In
fact, SaskBuilds is leading by example, securing
additional project management support
and expertise from local resources at
Colliers Regina. By adding private sector resources
and capacity to support its in-house
Infrastructure Development division team,
SaskBuilds is ensuring that local expertise
is being maximized, and is helping Colliers
maintain its business activity during these
challenging times.
One of the best economic stimulus tools
available to any government is infrastructure
funding, and based on data from Statistics
Canada, projects funded by Saskatchewan’s
infrastructure stimulus package are expected
to support approximately 10,000 jobs depending
on the type, size and duration of
each project.
Saskatchewan’s infrastructure stimulus
package includes a mix of smaller, short-term
projects that can jump-start economic activity
and get people back to work quickly with
longer term, large-scale projects that will
leverage multiple sectors over the next several
years.
The $2B booster shot includes approximately
$1.37B for large infrastructure projects,
with $103 million (M) for health and
$110.5M for education; more than $300M
for highways projects; around $181M for renewal
projects to reduce deferred maintenance
and reduce operating costs through
energy efficiency; and $150M for a new
Municipal Economic Enhancement Program
to support infrastructure in communities
across the province.
