Looking to
the Long Term
Our voice matters.
The Saskatchewan Heavy Construction Association should take pride
in knowing we are viewed by the provincial government as a key stakeholder
in its growth plan beyond 2020.
Recently, our association was contacted by Minister Jeremy Harrison to provide
feedback on the Saskatchewan Party’s growth plan. We submitted a six-page letter of
recommendations from our policy paper and highlighted several areas where we see
improvements can be made.
A few highlights from the letter include:
• Too many provincial institutions are not working in concert with the construction
industry to advance the infrastructure development the province needs. SHCA sees
alternatives that warrant consideration that will create efficiencies and improved
levels of investment for the sector, the government and the people of Saskatchewan.
In short, there is a better way to build.
• New and improved infrastructure requires a broader financing base. More innovative
approaches are required to increase the size of the financial flows to the sector.
• Establish a Saskatchewan Infrastructure Development Trust (SIDT) as a publicprivate
partnership and financial trust.
Through the SIDT, projects would be developed around a 50-year infrastructure plan
that would be revised every five years on a rolling forward basis, integrating public and
private infrastructure into a comprehensive provincial network.
As a non-governmental organization with government participation, the SIDT would
contract out much of its activity into the marketplace to meet operational deadlines.
Infrastructure would be considered in all of its sectors.
SHCA developed a policy paper that raises issues important to our province’s economic
growth. Saskatchewan is in the midst of significant growth and change. With
these changes have come new approaches to managing the construction and infrastructure
portfolio of the province where large sums of public monies may be spent.
The SIDT framework would address some major issues raised by SHCA, provide a
framework to expand the financing base for provincial infrastructure requirements and
introduce efficiencies in infrastructure development throughout the system.
For several years, changes underway in provincial procurement and management of
the sector has deteriorated. While this may be an acceptable administrative approach
inside government, it has not served the industry, the economy or the government well.
As an association, we feel it’s time to consider reform and new approaches better
suited to the long-term requirements of Saskatchewan.
