The 2016 construction season
is finally underway and the in-dustry
is entering into some
interesting times. We recently saw the re-election
of a third-term majority govern-ment,
one that seems to continue to place
a high level of importance on a continued
investment in the province’s transporta-tion
network. As a matter of fact, the in-vestment
in highways was the largest new
campaign investment promise made dur-ing
the election. While this is something
SHCA should be very proud of, we also
must question whether or not it will have
the anticipated impact for our members
within this construction season.
The provincial Treasury Board is now
working hard to put together a budget,
after that there will be a swearing in of
possibly some new cabinet ministers,
then a throne speech will be deliv-ered.
All this will be happening in
the coming weeks, but given that we are
already at the cusp of the 2016 construc-tion
season, it’s unsure whether we will, in
fact, see the surge of $30 million for high-way
repair and maintenance as promised
during the election.
Further, the Ministry of Highways is
continuing their work on the new best val-ue
procurement model. Two workshops
have been conducted with SHCA mem-bers
regarding the process and consider-ation
being given to procuring highways
projects. Another session will be present-ed
May 25 and will deal with the contrac-tor
evaluation process.
As we draw closer to the 2016 budget,
we will continue to lobby government to
ensure they solidify their campaign
commitment and will be keeping
members apprised of our success.
