companies like us and a few others have
very few bonding opportunities.”
Another fact is that in the surety business,
the surety companies and the people
who provide support for the construction
industry are also strongly supported.
“Along with that, our ability to (support
the construction industry) is certainly assisted
by a strong reinsurance program,”
said Donald. “Insurance companies have
their own ‘insurance companies,’ if you
will, called reinsurers. Portions of most
premiums paid to the insurance company
flow up to the next tier to the reinsurance
companies. When a loss occurs, for
example like losses that would occur for a
disaster like Hurricane Katrina, those reinsurance
companies participate in the
payment and it allows the spreading of
the risk all over the world for those major
catastrophes like that. Western Surety, at
this time, has six reinsurance partners.”
Amongst the changes Donald has seen
in the past few years in the industry is
steady movement of surety personnel.
“We are somewhat insulated, being in
Regina for the most part. We don’t lose too
many people to the major cities when we’ve
hired locally,” said Donald. “If we go back to
a challenge, certainly the Toronto employee
market in the surety industry for brokers
and surety companies is a serious challenge
as the laws of supply and demand are working
extremely well for the employee.
“But from our standpoint, the brokers
know what they’re going to get. We have consistency
of underwriting, we have the fastest
response time in the country as far as most
brokers are concerned, and predictability –
they know what they’re going to get,” said
Donald, as he helps to lead the company into
its second century of business.
