of investment into our highways and other
transportation infrastructure throughout
all levels of government.
Through the work of the board, we have
increased the prominence of our associa-tion,
which in turn has allowed us to affect
government policy. This was seen most re-cently
during the provincial election, when
Premier Wall announced that the largest
spending commitment of their campaign
platform would be for the repair and main-tenance
of highways.
The SHCA has also established strong rela-tionships
with the Ministries of Government
Relations, Finance, Economy, Immigration,
Environment and Labour as well as with the
cities and rural municipalities. Some of our
successes include changing legislation to in-clude
Bill 188, Best Value Procurement Act,
consulting on the redesign of Municipal Road
Maintenance Agreements, revision of the
End Product Paving Specification, input on
changes to the Agreement on Internal Trade
and Environmental Code compliance on
Asphalt Plant Emissions, just to name a few.
It is because of our sustained successes
that the SHCA Board of Directors felt we
needed to ensure the focus remains on our
association members. We need to continue
to grow the heavy construction association
and attract new members, and that meant
reviewing longstanding affiliations that
no longer serve the greater interests of the
heavy construction sector. This change al-so
aligns our association with how the rest
of the heavy construction/roadbuilding
associations do business across the coun-try.
No other heavy construction/road-building
association collects fees on behalf
of their vertical counterparts.
This change does not mean we will dis-continue
working in partnership with the
Saskatchewan Construction Association

(SCA); we will simply no longer be collect-ing
membership fees on their behalf.
Our board will continue to focus on
the following key priorities on behalf of
our members:
Capacity: Increase the output capacity
of the organization with no increase to in-ternal
resources to deliver results. Build on
our administrative model to maximize the
value of the board and staff.
Communications: Increase profile and
presence of the SHCA with stakeholders,
the public and membership. Create addi-tional
programs to increase member en-gagement
and benefit.
Membership issues: Support members
by encouraging the use of local knowledge
where applicable in government contracts.
Create a First Nations engagement and re-tention
strategy for our members and build
on our relationship with municipal govern-ment
both urban and rural.
Government relations: Continue to in-fluence
government policy and lobby on
behalf of our members.
