The Impact of SHCA
The Saskatchewan Heavy
Construction Association
has come a long way in re-cent
years. In January 2016, the Board of
Directors reviewed the strategic vision of
the organization, something that we try to
do at least every two years. What we found
during this process is an expectation to de-liver
value to the members on issues that
are relevant to the growth and progress of
the heavy civil construction sector.
By now, you have all seen the emails
and are aware of the board’s decision to
no longer collect fees on behalf of the
Saskatchewan Construction Association. If
you will indulge me, I would like to provide
you with some context around what moti-vated
that particular decision.
Our family-owned company, C. Duncan
Construction, has been a member of
the Saskatchewan Heavy Construction
Association (SHCA; formerly the
Roadbuilder’s and Heavy Construction
Association of Saskatchewan) since 1974.
As the current chairman, I proudly serve
the members of the SHCA, following in my
father’s footsteps – I can assure you it is a
role I take very seriously.
The heavy civil sector in Saskatchewan
has survived a lot of changes over the years.
Our industry has lived through the ups and
downs of ever-changing provincial and
global economies, the influx and migration
of out of province competition and changes
in legislation and policy.
We are known to be fierce competitors
and great friends combined. We represent
an industry that is over seven per cent of
our provincial GDP. We move the earth.
Being a representative on the board that
has such a major impact on our economy
is a very important role. Why? Because we

Over the past several years, the profile,
presence and impact of the SHCA and our
sector have evolved – our association has
gained the ear of government, and we con-tinue
to lobby successfully for record levels
