while contractors and industry are able to use the municipal roads
to move their equipment and transport their products to market.
SARM has shared these updates with our members regarding RMAs:
• The Ministry of Government Relations continues to work on the
development of new parameters around RMAs.
• The rates have not increased.
• CTP funding is incremental: A top-up from maintaining roads
at a secondary weight. RMs that have a clearing the path (CTP)
primary weight corridor can still enter into an RMA with
contractors and Industry.
• RMAs are to cover only the incremental cost that occurs above
regular maintenance costs due to the increased pressures of
heavy or frequent hauls.
• RMs are reminded to ensure that when entering into an
RMA with a contractor or industry, the agreement must be
transparent and consistent with no favouritism. RMAs should be
allocated objectively.
• When entering into a RMA, RMs must provide safe infrastructure
with a level of service conducive to the activity of the contractor
or industry (primary weight, wide load, etc.).
• RMs use all RMA funding towards the maintenance and
upgrading of the road used in the agreement.
• Watch for signage in RMs posting reduced speed limits to
minimize the amount of damage caused.
