CHAIRMAN’S MESSAGE
As the construction season be-gins
to come to an end for
2018, I thought I’d update you
on a few files SHCA has been working on.
SHCA’s June board meeting included par-ticipation
from the senior advisor to the
Premier, president and CEO of SaskBuilds,
chief procurement officer for the govern-ment
of Saskatchewan and the executive
team of the Ministry of Highways, as well
as the McNair Business Developments to
discuss changes needed to Best Value Pro-curement
practices for the heavy civil con-struction
sector.
At the Sept. 20 board meeting, SHCA
met with the chairman of the Workers’
Compensation Board (WCB) to discuss is-sues
SHCA members are experiencing with
the current governance structure of the
WCB. SHCA stressed the need for an em-ployer’s
advocate, as well as clear policies
on claims procedures and better overall
customer service.
On Oct. 3, the province and federal gov-ernment
announced the signing of a bilat-eral
agreement that will provide more than
$896 million in federal funding through
the Investing in Canada plan over the next

decade for infrastructure projects. These
projects will be cost-shared with the Sas-katchewan
government, municipalities and
other partners.
On Oct. 4, SHCA president and execu-tive
members participated in a round ta-ble
discussion with Premier Scott Moe and
Ontario Premier Doug Ford on enhancing
our industry’s economic competitiveness –
provincially, nationally and internationally.
Topics included carbon tax and strength-ening
inter-provincial trade by revisit-ing
the current procurement thresholds
across provinces.
Our association is also working close-ly
with other stakeholder groups on the
planning of the Canadian Technical As-phalt
Association national conference
being held in Regina just days before the
SHCA fall convention. We encourage all
members to attend both events in Regina
this November.
