CHAIRMAN’S MESSAGE
The past year was an eventful one for the Saskatchewan Heavy Construction
Association. We made significant strides both in the boardroom and on the
many work sites across the province.
We continue to see progress on the Regina Bypass, the largest infrastructure proj-ect
in Saskatchewan history, as it nears its completion. We should applaud the open-ing
of the Martensville-Warman interchange, as well, another major project we were a
part of in 2018.
Passing lanes, while not on the same scale as the Bypass or interchange, were added
to high-volume corridors to play an important role in keeping traffic flowing as well as
improving driver safety.
Away from the field, we will continue to back our provincial government in its oppo-sition
of a federally imposed carbon tax. We feel such a tax would be harmful to our in-dustry.
It will be interesting to see how this unfolds this year.
In addition, we made some changes to the EPS specifications that we feel will be bet-ter
for all in our industry. As well, positive changes were made to the Labour Act with
regards to hours of work and overtime for our industry.
A few other items we’re working on include:
• We spent much of 2018 to continue to work on changes to Best Value Procurement;
• We have been very involved in the Tri-Party Committees. Even though a lot of
progress has not been made so far, we continue to try to solve pressing issues for
the industry;
• We took to social media with videos that have asked tough questions of our elected
officials, to hold them accountable, and raise the awareness and strength of SHCA.
SHCA continues to be the envy of our counterparts in neighbouring provinces with
regards to our strong relationship with our provincial government. We are honoured to
have many MLA’s attend our functions. Our direct minister and members of other min-istries
are always considered valued partners and welcomed guests.
Finally, although I still have past chairman duties for the next two years, I would like
to give a big thank you to Brian Morsky and the crews of Morsky Construction Ltd., for
allowing me the time away from my job, not only in the Chairman role, but for the past
several years on the board. A lot of time was dedicated to working with SHCA and I’m
thankful that Brian and the crews understood and covered for me. My job as chairman
was much easier working with Ellie and Shantel, who can’t be thanked enough for mak-ing
the position as easy as possible.
